MyID Speed Up Services To The Public

Today, at the Putrajaya International Convention Centre (PICC), another initiative by the government, that is MyID, will be launched. Through the concept of “1Malaysia, People’s, First Performance Now”, the MyID initiative is introduced in reference to the use of MyKad number as the sole reference number for Malaysian citizen when dealing with government or its agencies on individual matters.

Director-General of the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU), Datuk Normah Md Yusof, told Utusan Malaysia that with the implementation of the initiative, dealings with the government and its agencies would be made faster and easier.

“Up to now, 760 services provided by government agencies at the federal and state level have implemented the MyID,” she said.

In line with this, Normah said government agencies would be required to take immediate action towards implementing the MyID initiative for all services involving all citizens as individual.

However, she said, the implementation of the MyID was only for the services provide to citizen as individual and the services which currently had certain reference number which was used when the people check the status of their application and so forth.

If the service is currently not generating reference number, so the MyID is not applicable for that particular service. As an example, the issuance of application form.

“Malaysian citizen dealing as individual with government agencies, means Malaysian citizen dealing with the government as individual and not in the name of their companies.

“Currently, the implementation of the MyID initiative only covers individual Malaysian citizen. However, if the service offered by the agencies involving foreigners as individual, the agency can and in fact encourage to use the personal identification of the individual as reference number like a passport number,” said Normah.

The actual objective of the MyID implementation, she said, is to make it convenient for the people to deal with government agencies without having to remember so many numbers.

She said: “With the MyID system, only one reference number is used, that is the MyKad number.

“However for certain services which required high security measure, the agencies can make identification of individual identity as second level reference after MyID before certain information or checking is given or allowed.”

In this aspect, all government agencies which provide relevant individual services need to ensure that all existing channels have the MyID supporting service. As an example, to ensure the implementation of MyID is effective, the agencies need to take note of the followings:

a)Ensure that all officers dealing with the public only request for MyKad number as reference number when Malaysian citizens deal at the counter or through telephone;

(b)Ensure that only MyKad number that need to be filled by Malaysian citizen and not other reference number in the forms provided by the agencies;

(c)Use MyKad number as reference number when the Malaysian citizen want to have access or when making a search in the agencies or online kiosks.

(d)Ensure that the document issued for individual contain MyKad as reference number; and

(e)Study and ensure a comprehensive work process and ICT system at the agencies to support the implementation of MyID.

Asked if MyID will also be implemented by non-government institution like bank, Normah said: “At the moment, the implementation of MyID only involves public sector.”

Commenting on the security feature which is introduced by the agency to ensure the actual identity of a person if they make enquiries/cross checking though telephone by using only MyKad number, Normah said:

“Security features only being practiced on enquiries involving individual and confidential information (for instance: saving amount in KWSP). If the individuals only make general enquiries (such as terms and condition of the withdrawal), questions for security protection need not be asked. For cases of enquiries involving private and confidential matters, such question on individual demographic is important like full name, permanent address, and or location of withdrawal application made.

However, Normah, said that based on study of initial preparedness conducted in April last year, there are many services provided by government agencies which are not prepared to implement the MyID initiative.

In line with this, the next step is to expand the implementation of the MyID with government agencies which are yet to implement the MyID for all its services.

The implementation of MyID is a continuous process.

In confronting the need of the people of the new generation and which possess new thinking and idealism, the government hope that with the implementation of the MyID initiative, a transformation towards service excellence could be achieved.

The implementation of MyID is expected to give a positive and effective impact in consonant with the government’s aspiration of providing state-of-the-art facilities and convenience to the public.
